What Your Certificate Does & Doesn't Mean

A clear, honest breakdown of what a confined space training certificate of completion actually documents, and what stays the employer's responsibility.

In Short

Upon successful completion, students receive a certificate of completion for the selected confined space training course. This certificate documents completion of training content aligned with applicable OSHA confined space standards. It does not mean OSHA has certified the student, endorsed the course, or issued a license. Employers remain responsible for determining whether employees are trained, qualified, and competent for their assigned confined space duties and jobsite conditions.

Definitions

Six Terms Worth Not Confusing

Certificate of Completion

Documents that a specific student finished a specific course's content and, where applicable, passed a knowledge check. It's issued by the training provider (HAZWOPER OSHA Training, LLC), not by a government agency.

📘

OSHA-Aligned Training

Means the course content is designed around applicable OSHA confined space standards (29 CFR 1926 Subpart AA, 1910.146). It is not the same as OSHA having reviewed, certified, or approved the course.

Employer-Required Documentation

Separate from the certificate itself, employers must keep their own records showing which employees are trained and qualified for which confined space role on their specific site.

Competent Person Designation

OSHA defines a Competent Person by knowledge, experience, hazard-recognition ability, and authority to take corrective action. Training builds the knowledge; only the employer can designate and authorize someone as the Competent Person for a given worksite.

OSHA Outreach Cards (10-/30-Hour)

OSHA Outreach cards are issued through a separate DOL-administered program delivered by OSHA-authorized trainers. They cover general safety topics and are not confined space training certificates, and completing a confined space course does not produce an Outreach card.

Third-Party Accreditation (IACET)

HAZWOPER OSHA Training, LLC is accredited by IACET (International Accreditors for Continuing Education and Training) at the provider level. Accreditation reflects the provider's instructional design and quality processes; confirm current status directly on IACET's public directory.

OSHA does not certify or endorse individual confined space training providers. OSHA standards require employers to ensure workers receive training appropriate to their assigned duties, hazards, equipment, and worksite conditions.
