Confined Space Basics

A confined space is any area large enough for a worker to enter and perform work, that has limited or restricted means of entry or exit, and is not designed for continuous occupancy. Common examples include storage tanks, silos, vaults, pipelines, sewers, manholes, and pits.

A confined space becomes permit-required when it contains, or has the potential to contain, a hazardous atmosphere, material that could engulf an entrant, an internal configuration that could trap or asphyxiate someone, or any other recognized serious safety or health hazard. If any of those apply, entry must go through a written permit system before anyone goes inside.

OSHA's permit space standard defines four roles:

  • Entrant — physically goes into the space
  • Attendant — stays outside monitoring conditions and communication
  • Entry Supervisor — authorizes and oversees the entry
  • Competent Person — evaluates hazards and oversees the overall program

One person can be trained and qualified for more than one role. Our four courses map directly to these roles.

A Confined Space Program is the site's written system for identifying and classifying every confined space, controlling entry through permits, training personnel for each role, and planning rescue and emergency response. It is typically built and maintained by a designated Competent Person and reviewed whenever site conditions change.

Some older safety programs and industry guidance classify confined spaces by severity: Class A (immediately dangerous to life), Class B (hazardous but not immediately life-threatening), and Class C (low hazard potential). OSHA's own standards, 1926 Subpart AA and 1910.146, don't use this A/B/C system; they instead draw a binary line between permit-required and non-permit confined spaces.

It depends on the configuration and hazards present, not the name of the space. Attics and crawl spaces are often confined spaces when entry and exit are restricted, though many aren't permit-required unless a specific hazard exists. Trenches are regulated separately under OSHA's excavation standard, 29 CFR 1926 Subpart P, but a trench can also meet the confined space definition, and some trenches require both trenching and confined space precautions at once.

"Enclosed space" is a maritime and shipyard-specific term used under 29 CFR 1915 Subpart B, with its own testing and certification requirements for vessels. On construction sites and in general industry, "confined space" is the term that applies, governed by 1926 Subpart AA and 1910.146 respectively.

Yes. Employers must ensure that anyone entering, attending, or supervising entry into a permit-required confined space is trained for that specific role before they perform the work, and must retrain workers whenever job duties change, a new hazard is introduced, or performance shows the training wasn't effective.

29 CFR 1926 Subpart AA is OSHA's confined spaces in construction standard. It sets requirements for identifying and classifying confined spaces on a construction site, developing a written permit program, training entrants, attendants, entry supervisors, and the Competent Person, and planning rescue and emergency response specific to construction work.

29 CFR 1910.146 is the general industry permit-required confined spaces standard, while 1926 Subpart AA is the construction-specific version adopted later to address the coordination challenges of a constantly changing construction site (multiple employers, evolving hazards). The core roles and permit concepts are similar, but Subpart AA adds construction-specific requirements like continuous atmospheric monitoring and information exchange between employers on multi-employer sites.

A valid entry permit identifies the space, the purpose and duration of entry, the hazards present, the measures used to isolate and control those hazards, acceptable entry conditions and test results, the names of the entrants, attendant, and entry supervisor, rescue and emergency procedures, and any additional permits (like hot work) in effect. Non-compliance can result in significant OSHA fines per violation, stop-work orders, and in serious cases criminal referral if a fatality results from a willful violation. Confined space incidents are also one of the leading causes of multiple-fatality events, since would-be rescuers are frequently injured or killed attempting an untrained rescue.

A space must be reevaluated any time conditions change, for example a hazard is introduced, removed, or controlled differently, or work scope shifts. If all hazards are eliminated, a permit-required space can sometimes be reclassified as non-permit, but that reclassification itself must be documented and verified before entry proceeds under the relaxed rules. Yes, on construction sites 29 CFR 1926 Subpart AA requires a written permit space program whenever the site has one or more permit-required confined spaces. The program has to identify every such space, spell out the permit system, and assign training and rescue responsibilities before any entry work begins.

Each employer remains responsible for training its own workers. Under 1926 Subpart AA, when multiple employers work on a site with permit spaces, the host employer must share information about identified spaces and hazards with contractors, but that information-sharing doesn't substitute for a subcontractor training its own crew.

Federal OSHA enforces 1926 Subpart AA and 1910.146 in most states, but roughly half the states run their own OSHA-approved state plans, which must be at least as protective as the federal rules and sometimes add requirements on top. Confirm your state plan's specifics if you're in one.

Hazards, Atmospheric Testing & PPE

Oxygen deficiency or enrichment, toxic or flammable atmospheres (such as hydrogen sulfide, carbon monoxide, or methane), engulfment in a free-flowing solid or liquid, mechanical hazards from moving equipment, and physical hazards like poor lighting, temperature extremes, or excessive noise.

Normal atmospheric oxygen is about 20.9%. OSHA treats an atmosphere as oxygen-deficient below 19.5% and oxygen-enriched above 23.5%; both extremes count as hazardous atmospheres requiring ventilation or respiratory protection before entry.

IDLH stands for Immediately Dangerous to Life or Health: an atmospheric condition (toxic concentration, oxygen level, or explosive gas concentration) that poses an immediate threat to life or would impair the ability to escape unaided. Any space with a known or suspected IDLH atmosphere requires the highest level of precaution, including a verified rescue capability, before entry.

Oxygen level first, then flammability (the lower explosive limit, or LEL), then toxic contaminants. Testing in this order matters because an abnormal oxygen reading changes how the flammability and toxicity results should be interpreted.

A bump test is a quick check that exposes the monitor to a known concentration of gas to confirm the sensors and alarms respond, and should be done before every day's use. Calibration is a more thorough adjustment against a certified reference gas, performed on a manufacturer-recommended schedule or whenever a bump test fails.

It depends on the hazard assessment, but commonly includes a full-body harness with retrieval line, a calibrated multi-gas monitor, appropriate respiratory protection (ranging from an air-purifying respirator up to supplied air, depending on the atmosphere), and sometimes fall protection, hearing protection, or chemical-resistant clothing for specific hazards. Roles & Responsibilities

The entrant is the person who physically goes inside the confined space and is responsible for recognizing warning signs and exiting when told to. The attendant stays outside for the entire entry, monitors conditions, maintains communication, and can order an evacuation. The entry supervisor authorizes the entry, verifies the permit and conditions are acceptable, and has overall responsibility for the entry operation.

A Competent Person is capable of identifying existing and predictable confined space hazards and has the authority to take prompt corrective action. On a construction site, the Competent Person typically evaluates and classifies every confined space, oversees the written permit program, and ensures rescue capability is in place before entry work begins.

No. An attendant's most important duty is to stay outside the space at all times during entry operations. Entering the space to attempt a rescue, even with good intentions, is one of the most common causes of multiple-fatality confined space incidents, which is exactly why attendant training emphasizes calling for a trained rescue team instead.

No. The attendant must stay dedicated to monitoring the entry the entire time and can't perform other duties, including entering the space, so one person can't fill the entrant and attendant roles on the same entry. A worker can be trained and qualified for both roles, just never simultaneously on the same job.

At minimum, a compliant entry needs an entrant, an attendant, and an entry supervisor, so most permit entries require at least two people, since the same qualified person can often serve as entry supervisor and attendant, but never as the entrant and attendant together.

The employer. OSHA requires this training to be provided at no cost to employees, the same as other legally required safety training.

Rescue & Emergency Response

Non-entry rescue uses a retrieval system, typically a harness and winch, so the attendant or others can pull an entrant out without anyone else entering the space. Entry rescue requires a trained rescue team to physically go into the space to remove the entrant, and is only used when a retrieval system isn't feasible or safe. Every confined space program must plan for whichever type applies before entry begins.

Only if the local emergency service has been contacted in advance, has confirmed it can actually perform a rescue from that specific space in time, and knows it's designated for that role. A site can't simply assume 911 will arrive fast enough or be equipped for a permit space rescue; many employers find a dedicated on-site or on-call rescue team is the only reliable way to meet that bar.

A rescue plan documents exactly how an entrant will be removed if something goes wrong: who performs the rescue, what equipment is used, and how emergency services are contacted. It has to be worked out and in place before entry begins, not improvised after an incident starts.

OSHA doesn't set one universal number of minutes; it requires rescue to be available quickly enough to prevent a fatality or serious injury given the specific hazards present. An oxygen-deficient or IDLH atmosphere leaves far less time than a lower-risk space, which is why the rescue plan has to be tailored to each space rather than generic.

Entry can't proceed. A verified rescue capability is a prerequisite for opening a permit-required confined space entry permit, not something arranged after entrants are already inside. Our Competent Person course covers building this capability into the program up front.

Yes, for the classroom and knowledge portion. OSHA doesn't prohibit online delivery of required training, but employers must also confirm hands-on competency wherever the standard requires it, such as practical use of retrieval systems, monitors, and PPE. Online coursework is typically paired with a site-specific or hands-on component for entrants, attendants, and rescue personnel.

OSHA doesn't set a fixed renewal interval; retraining is required whenever job duties change, a new hazard is introduced, or an evaluation shows a worker isn't performing to the required standard. Many employers still schedule refreshers annually as a best practice even when it isn't strictly mandated.

Yes. It's common, especially on smaller crews, for the same person to complete Permit-Required Entry training and Supervisor training, or for a safety manager to complete Supervisor and Competent Person training, so they're qualified for multiple roles depending on which job they're doing that day.
