Confined Space Rescue Planning
A verified rescue capability is a prerequisite for opening a permit-required confined space entry, not something arranged after an entrant is already inside.
Completing online training does not by itself qualify a worker as a rescue team member. Rescue capability depends on employer procedures, equipment, practice, medical fitness, and site-specific hazards.
Non-Entry Rescue
Uses a retrieval system (typically a harness and winch) so an entrant can be pulled out without anyone else entering the space. This is the preferred method whenever the space configuration allows it.
Retrieval Systems
A full-body harness with a retrieval line attached, connected to a mechanical device (winch or tripod) positioned outside the space, ready before entry begins.
Rescue Service Coordination
If entry rescue is needed, the local emergency service must be contacted in advance, confirm it can perform the rescue from that specific space in time, and know it's designated for that role. A site can't simply assume 911 will arrive fast enough or be equipped for a permit space rescue.
In-House Rescue Team Considerations
Some employers build a dedicated on-site or on-call rescue team, especially where local emergency services can't meet the required response time or aren't equipped for confined space rescue.
Employer & Site-Specific Responsibilities
The rescue plan has to be worked out and verified before entry begins: who performs the rescue, what equipment is used, and how emergency services are contacted. It must be tailored to each space, not generic across a site.
Emergency Preparedness
Rescue readiness includes equipment checks, communication protocols, and periodic practice, not just having a plan on paper.
